New Stake & Farm Rewards for 2023 Q4

Hello team,
Would it be possible to submit new proposal regarding new rewards after 7 Nov, 2023? Previous quarters we had about 10-14 days “outage” after proposal passed so I think it would be good to create new proposal earlier (maybe this week).

We are doing it now, in a few hours it will be on air, it will be similar to the previous one
